

CLPE
was a major contributor to the work of the Peckham Partnership
SRB (Single Regeneration Budget) project. From the beginning
of the PPSRB in 1995 CLPE was in overall charge of the literacy
strand. Problems addressed by the Peckham Partnership project
included those of low achievement in literacy in the area
served by participating schools. The 7 year project aimed
to identify and address the needs of children who were at
a disadvantage in the education system. In the course of the
seven years, children’s achievement in literacy has
improved consistently year on year.
Throughout
the project CLPE has worked to enable SRB schools to develop
more effective strategies for raising standards of literacy.
This has involved providing courses and workshops for teachers
in EY/KS1 and KS2 and supporting schools by working in classrooms,
leading Inset and working with English Co-ordinators.
Responses
from schools
CLPE’s work has been highly valued by SRB schools. The
headteacher of an SRB school wrote:
‘As
a headteacher of an SRB school I consider the support provided
by the CLPE to have been invaluable. The extra input from
the CLPE via SRB resources gave real ‘value added’
to the kind of strategic planning necessary for the school’s
development as far as language development was concerned.
Of particular value was the CLPE’s knowledge of the
‘big picture’ and the consequent dissemination
of good practice that the SRB was able to offer.’
SRB course
members are asked to complete end of course evaluations. Here
are some examples of comments:

course has made teaching more interesting, especially in the
literacy hour. Before I started the course I realise I was
relying on schemes’
‘I
ask myself a lot more what I can do to improve this and that.
In the past I just tried to get through my lessons’
‘Every
session was very interactive which made it constructive and
interesting’

feel confident in planning - I have more ideas to draw from
due to the course reading and the advice given’

am always reflecting on what the children need, how they are
progressing. I have thought about my class within each session
at CLPE - how this applies to them’

Evidence
of impact
Since the start of the project in 1995 until the SATs results
in the final year (Summer 2002), the percentage of pupils
gaining Level 4 or above in English has risen from 27% to
63%. This represents an improvement of more than 130% over
the entire period. In the same period the Southwark average
has rise from 37% to 65% (an improvement of of 76%), while
the national average has risen from 48% to 75% (an improvement
of 56%). In the PPSRB schools therefore, the improvement in
English SATs results at KS2 has been more than double the
national improvement and there has been a consistently rising
trend in the SATs results of SRB schools throughout the project
period.
An early
external evaluation of the PPSRB undertaken in 1997 made the
following assessment of CLPE's contribution:
”It is evident from evaluations and discussions with
headteachers, English Coordinator and class teachers that
CLPE’s work has been valued by SRB schools for additional
reasons too. They cite, in particular, the increase in professional
knowledge, expertise and confidence developed by staff over
the project and the positive impact it has had on their organisation,
innovation and effectiveness as teachers of literacy.”
